Heat the sesame oil in a large skillet over medium heat.
Add minced garlic and grated ginger to the skillet, sautéing for about 1 minute until fragrant.
Add the ground beef to the skillet, cooking and breaking it apart with a spatula until browned and fully cooked, about 5-7 minutes.
In a small bowl, mix together the soy sauce, Gochujang, and brown sugar until well combined. Pour this mixture over the browned beef, stirring well to fully coat.
Cook for an additional 2-3 minutes, allowing the flavors to meld and the sauce to thicken slightly.
Stir in the shredded carrots and chopped green onions, cooking for another minute until the carrots are slightly softened.
To serve, place a generous scoop of cooked jasmine rice in a bowl. Top with the spicy beef mixture.
Sprinkle sesame seeds over the top and add fresh cilantro and sliced cucumber for garnish.
